Leonard Henry Courtney, 1st Baron Courtney ( 6 July 1832 – 11 May 1918 ) was a British politician , long held to have made the first published reference to the phrase "Lies — damned lies — and statistics" in 1895. He later became president of the Royal Statistical Society (1897–1899).

Earliest known appearance in print, attributed to Jefferson: 1834: "Mr. Jefferson, the great apostle of human rights, has told us, that 'the price of Liberty is eternal vigilance.'" 3

The venerable old quotation that happened to present itself  for investigation most recently is the eternally beloved, “eternal vigilance is the price of liberty,” which as of this last check was still not said by Jefferson.
